i need a legal advise. can a free patent issued in the philippines on 1982 registered on 2003 be sold now?

the provision in the free patent stated that it cannot be sold for a period of 5 years from the date of approval of the patent. my question is that does the 5 years start from the date of registration? will the register of deeds register its sale even if it was only registered on 2003?
