Canada is a member of the WTO and just like China, they will have to respond to piracy complaints that originate from USA copyright holders. The legal methods and such may be at variance with other nations, but should Canada fail to enforce rights, they will suffer sanctions or expulsion from the international community. So believe me, a mountie will knock on your door if you are stealing property. It is not a safe haven for copyright theft.
