The Copyright Act (Cap. 63) clearly states that is illegal to do so.The chances of you being caught depends on your luck i believe, and to my knowledge, the police doesn’t “actively” monitor internet traffic unless you are suspected of some wrong doing (i.e. someone makes a report against you)The penalties would depend on how much copyright material you have and whether they are pornographic in nature as well. And if so you would also charged for that.

The defences are too slim to be invoke, including for academic or research purposes.The courts too have not shown deference towards “fair use” in the case of downloaded music. The penalties include fines and jail terms for offenders.When the Copyright Act was enacted, there have been several individuals already caught, of which, 2 teenagers were actually publicised on newspaper. Having said that, when law is implemented as policy, the difficulty lies in enforcement. The authorities are active in looking for people who download illegally.Hope this helps.
